Total snow accumulations 2 to 4 feet in the most persistent bands. Winds gusting as high as 45 mph creating blowing and drifting snow and at times white out conditions. Snowfall rates may reach 3 to 5 inches per hour at times in the most intense bands. * WHERE...The Eastern Lake Ontario Region. The greatest snow accumulations will be across southern Jefferson County, extreme northern Oswego County, and western Lewis County. * WHEN...Until 4 PM EST Wednesday. * IMPACTS...Travel will be very difficult to nearly impossible within the heaviest lake effect snowbands.
