early this morning. Snow levels are generally above 4500 feet.
Thus the snow is mostly affecting passes right now, such as Elk

I-90.
Those traveling early this morning should be alert for quickly
changing road conditions, especially if traveling over mountain
passes, along with areas of reduced visibility.

Southwest winds will increase this morning, with sustained winds
of 15 to 25 mph and gusts of 25 to 35 mph expected. As a cold
front passes, the winds will gradually shift to the west, then
northwest by early afternoon. The strongest winds are expected
late this morning and early this afternoon just behind the cold
front, and some gusts over 40 mph are possible.
Unsecured outdoor decorations and items may become displaced by

Patchy to areas of fog are expected early this morning. Intermittent
patchy dense fog will occur with local visibilities of 1/4 mile or
less. These conditions should improve shortly after 8 AM this morning.
With temperatures hovering around or just below freezing, freezing
fog can occur, even producing light rime ice on elevated and exposed
surfaces. While low visibilities could impact travel, especially
where visibilities change significantly over short distances, rime
ice from freezing fog is not expected to produce any impact on
travel conditions.
The nature of the fog is such that visibilities will vary greatly
over short distances. Motorists should be alert for rapidly
changing conditions.

...Gusty Winds Today; Snow Showers This Evening and Tonight...
A large and potent early winter storm system will be moving
through the northern Ohio Valley today. As it passes by to our
north, it will bring strong and gusty south to southwest winds to
eastern Kentucky with the direction becoming more westerly during
the afternoon following the passage of a cold front. With this,
wind gusts of 30 to 35 mph are expected with locally higher gusts
possible. This is enough to blow around lawn displays, garbage
cans, and make for difficult driving of higher profile vehicles.
Behind the cold front rain showers will flip to snow and continue
overnight. Accumulations should generally be on the order of a
dusting to one half inch. However, localized heavier snow showers
or even a brief squall cannot be ruled out, dropping an isolated
quick inch or two. Any heavier activity is more likely to occur
over the Big Sandy River Basin and also north of the Mountain
Parkway. Where heavier snowfall occurs, slippery spots are
possible especially on bridges, overpasses, and along shaded
roadways.

...PATCHY FREEZING FOG THIS MORNING...
Area observations, satellite imagery, and web cams indicate that
patchy dense fog is impacting portions of southeast Georgia and
southeast South Carolina early this morning. Most of the patchy
fog is shallow, but is producing visibilities of a quarter of a
mile or less in isolated areas. Much of the fog is forming as
steam fog near waterways including rivers, streams, tidal creeks,
and marshes.
Temperatures across the area have fallen below freezing and into the
upper 20s in many locations. Freezing fog will occur, even
producing light rime ice on elevated and exposed surfaces. While
low visibilities could impact travel, especially where
visibilities change significantly over short distances, rime ice
from freezing fog is not expected to produce any impact on travel
conditions.
Temperatures will rise above freezing, and any lingering fog will
dissipate, between 8 and 9 am this morning.

...AREAS OF BLACK ICE ACROSS MOST OF CENTRAL AND EASTERN VIRGINIA
TONIGHT INTO WEDNESDAY MORNING...
With temperatures again dropping well below freezing tonight into
early Wednesday morning, black ice development is likely as
wet roads and leftover snow and slush refreeze. Roads may
therefore become slick and slippery, especially on untreated,
secondary, and back roads.
Slow down and use caution when driving, especially when traversing
roads that have been heavily shaded today, or those that have not
been treated. If you are walking outside, watch your first few
steps taken on stairs, sidewalks, and driveways. These surfaces
could be icy and slippery, increasing your risk of a fall and
injury.
Road and sidewalk conditions should again improve later Wednesday
morning as temperatures warm well above freezing.

...HEAVY RAINFALL THIS WEEK WILL LEAD TO AN INCREASED THREAT OF
LANDSLIDES IN WESTERN WASHINGTON...
Rainfall of up to 8 inches over the past several days has increased
antecedent soil moisture to high levels across western Washington.
Heavy rainfall of 1 to 5 inches across the lowlands and 4 to 10
inches over the Olympics and Cascades is expected through late
Wednesday. Wet and unsettled conditions are also favored to continue
through the rest of the week. This amount of rain will put extra
pressure on soil instability, leading to an increased threat of
landslides and debris flows, especially from recent burned areas.
A mudslide has already been reported along I-90 Monday evening near
North Bend, causing closures. More landslides are possible.
Areas most susceptible to landslides debris flows under these
conditions are steep coastal bluffs, other steep hillsides or
road cuts, and recent burned areas. A diminishing threat of
landslides and debris flows will continue for several days after
the rain ends.
