* WHERE...Portions of southeast Ohio, southwest Virginia, and
  central, northeast, northern, southeast, and southern West
  Virginia.

* WHEN...From late Sunday night through Wednesday morning.

* IMPACTS...The cold wind chills as low as 15 below zero could
  result in hypothermia if precautions are not taken. Frostbite and
  hypothermia will occur if unprotected skin is exposed to these
  temperatures. An extended period of freezing temperatures could
  cause ruptured water pipes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

  to these temperatures. Wind chill values may fall to extremely
  dangerous levels. An extended period of freezing temperatures
  could cause ruptured water pipes.

* ADDITIONAL DETAILS...A prolonged period of of very cold
  temperatures is likely from Saturday night through Tuesday
  morning. Wind chills and temperatures are forecast to gradually
  get colder each night with Tuesday morning potentially being the
  coldest. Tuesday morning does look to be the coldest as well for
  counties along and east of Highway 83, where the previous nights
  wind chill may struggle to get to 15 below zero. Confidence is
  high in wind chills less than 15 below or colder across much of
  the area for the duration of this watch; however there is the
  potential for much colder conditions especially if clouds break
  and winds lighten some allowing for very strong radiational
  cooling. Should this occur, then even a slight breeze would

...EXTREME COLD WATCH IN EFFECT FROM LATE SUNDAY NIGHT THROUGH
WEDNESDAY MORNING...

* WHAT...An extended period of very cold temperatures are expected
  with dangerously cold wind chills as low as -25 possible.

* WHERE...Portions of north central, northeast, and northwest Ohio
  and northwest Pennsylvania.

* WHEN...From late Sunday night through Wednesday morning.

* IMPACTS...The cold wind chills as low as 25 below zero could cause
  frostbite on exposed skin in as little as 30 minutes. The long
  duration of this cold will lead to greater impacts to
  infrastructure, including increased risk of frozen pipes, dead car
  batteries, and structure fires. There is an increased risk of
  carbon monoxide poisoning from improper use of secondary heat
  indoors.

* ADDITIONAL DETAILS...Cold temperatures could also extend into
  Wednesday and Wednesday night with sub-zero wind chills.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Dress in layers including a hat, face mask, and gloves if you must
go outside.

To prevent water pipes from freezing; wrap or drain or allow them to
drip slowly.

Keep pets indoors as much as possible.

Make sure outdoor animals have a warm, dry shelter, food, and
unfrozen water.

Make frequent checks on older family, friends, and neighbors. Ensure
portable heaters are used correctly. Do not use generators or grills
inside.

THURSDAY MORNING...

* WHAT...An extended period of temperatures up to 30 degrees below
  normal. Dangerously cold wind chills as low as 25 below zero
  possible. Wind chills as low as 30 below zero are possible for
  higher elevations.

* WHERE...Portions of east central Ohio, northwest, southwest, and
  western Pennsylvania, and northern and the northern panhandle of
  West Virginia.

* WHEN...From late Sunday night through Thursday morning. The
  coldest period is most likely from Monday to early Wednesday, with
  the coldest wind chills during the morning hours Tuesday and
  Wednesday.

* IMPACTS...Periods of dangerously cold wind chills as low as 25
  below zero could cause frostbite on exposed skin in as little as
  30 minutes. Frostbite and hypothermia will occur if unprotected
  skin is exposed to these temperatures. An extended period of
  freezing temperatures could cause ruptured water pipes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Dress in layers including a hat, face mask, and gloves if you must
go outside, particularly during nighttime and early morning hours.

To prevent water pipes from freezing; wrap or drain or allow them to
drip slowly.
