* IMPACTS...The dangerously cold wind chills could cause frostbite
  on exposed skin in as little as 10 minutes. Wind chill values can
  lead to hypothermia with prolonged exposure.

PRECAUTIONARY/PREPAREDNESS ACTIONS...
