Subject: Updated: Upgrade to Wind Tropical Cyclone forecast Message v
1.11 Effective Immediately

Updated to include additional WMO headers.

The Wind Tropical Cyclone forecast Message (WTCM) model is producing
gridded tropical cyclone wind data that is now available on the
Satellite Broadcast Network (SBN).  A preliminary version that is
encrypted for use internally to the NWS is delivered over the SBN
around 02Z, 08Z, 14Z, and 20Z. A public, official version, is
delivered over the SBN around 03z, 09Z, 15Z, and 21Z.  Changes have
already been delivered to NWS sites utilizing this model data via
local updates, and will be baselined in a future release of AWIPS.
