* WHAT...For the Tropical Storm Warning, winds 25 to 45 kt with
  gusts up to 60 kt and seas building 8 to 14 ft. For the Small
  Craft Advisory, south winds 20 to 30 kt with gusts up to 40 kt
  and seas 8 to 13 ft expected.

* WHERE...Atlantic Waters of Puerto Rico and USVI from 10 NM to
  19.5N.

* WHEN...For the Tropical Storm Warning, through 6 AM Sunday.
  For the Small Craft Advisory, from 6 AM Sunday to 6 AM AST
  Monday.

* IMPACTS...Tropical storm force winds and hazardous seas will
  capsize or damage vessels and reduce visibility.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Mariners should alter plans to avoid these hazardous conditions.
Remain in port, seek safe harbor, alter course, and/or secure the
vessel for hazardous conditions.

* WHERE...Coastal Waters of Northern Puerto Rico, from Cabo San
  Juan to the waters between Anegada Island and Virgin Gorda,
  east of Puerto Rico, around Vieques, and around and just north
  of Culebra and Saint John, as well as the Caribbean waters of
  Puerto Rico, including the coastal waters of Saint Croix.

* WHEN...From 4 PM this afternoon to 6 AM AST Monday.

* IMPACTS...Conditions will be hazardous to small craft.

Inexperienced mariners, especially those operating smaller
