...CLUSTERS OF STRONG THUNDERSTORMS OVER THE CARIBBEAN WATERS...

The areas affected include...
  Caribbean Waters of Puerto Rico from 10 NM to 17N, including the
  Coastal Waters of Saint Croix...
  Mona Passage Southward to 17N...

At 119 AM AST, Doppler radar indicated clusters of strong
thunderstorms, capable of producing winds to around 30 knots and
frequent lightning. These thunderstorm were located over the
offshore Caribbean waters, moving northwest at 15 knots.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Mariners can expect gusty winds to around 30 knots, locally higher
waves, lightning strikes, and heavy downpours. Boaters should seek
safe harbor immediately until this storm passes.

Intense lightning is occurring with this storm. If caught on the open
water stay below deck if possible, keep away from ungrounded metal
objects.

Report severe weather to the Coast Guard or nearest law enforcement
agency. They will relay your report to the National Weather Service
forecast office.
