  capable of producing winds to around 30 knots. This strong
  thunderstorm was located over open waters of Atlantic Waters of
  Puerto Rico and USVI from 10 NM to 19.5N and Coastal Waters of
  Northern Puerto Rico out 10 NM zones, moving west at 15 knots.
