Seas 8 to 13 ft expected. * WHERE...Coastal Waters from San Mateo Point to the Mexican Border and out to 30 nm and Waters from San Mateo Point to the Mexican Border Extending 30 to 60 nm out including San Clemente Island. * WHEN...From 10 PM this evening to 2 AM PDT Friday. * IMPACTS...Conditions will be hazardous to small craft. * ADDITIONAL DETAILS...A distinct wind shift from south to west will occur between 4 AM and 8 AM Thursday.
