Updated to correct the time of onset of the issue...

Issues with weather.gov and forecast web pages started around
1930Z. NCO support is aware and investigating.

Known impacts include the following:
- Forecast points may appear as unavailable.
- Weather Story tabs may not be functional.
- Drop down menus are not functional.
