.DISCUSSION...
A potent system is likely to bring another soaking rain today
through Thursday. The rain is expected to start as freezing rain
across the northern mountains this morning, and icing could be
significant. A brief period of freezing rain is possible for
portions of southeast Ohio and north central West Virginia. Any
wintry precipitation will quickly change to rain.
With saturated soils, the rain likely brings already somewhat
elevated streams and rivers back up, with more flooding possible,
especially in the mountains where snow pack still exists.
A brief break in precipitation is anticipated for Friday, but
another system brings a soaking rain for the weekend.
