* WHAT...Sub-freezing temperatures as low as 28.

* WHERE...Portions of northern and northwest Oklahoma.

* WHEN...Until 9 AM CDT this morning.

* IMPACTS...Frost and freeze conditions could kill crops, other
  sensitive vegetation and possibly damage unprotected outdoor
  plumbing.
