...Flash and urban flooding is possible across the Carolinas into the
Mid-Atlantic through Saturday afternoon... For Guam and the Northern
Mariana Islands, flash flooding impacts and mudslides remain possible this
weekend into early next week due to Typhoon Saudel... Isolated moderate and
major river flooding is ongoing in the Ohio Valley... Flooding impacts
remain possible on the Big Island of Hawaii this weekend due to rainfall
from Tropical Depression Two-C...

.The Carolinas into the Mid-Atlantic...
Flash and urban flooding is possible across the region through Saturday
afternoon. Rainfall is currently expanding across portions of the Carolinas
and will continue to expand into the Mid-Atlantic through the overnight
hours and through Saturday. Antecedent conditions are generally dry across
the Carolinas and portions of VA, which combined with the sandy soils, will
help to mitigate any widespread impacts. Further north, soils are a bit
wetter from recent rainfall which could lead to some isolated flooding
impacts on Saturday, particularly in urban areas. The National Water Model
Short Range Forecast (SRF) continues to show only isolated responses across
the Carolinas and Virginia which is likely driven by the drier conditions.
Further north will need to be monitored as much of that rainfall is on
Saturday and is not yet captured by the SRF. Nevertheless, enhanced rates
of rainfall and training remain possible which could lead to flash and
urban flooding today for the Carolinas and Saturday for portions of the
Mid-Atlantic.

.Guam and Northern Mariana Islands...
Flash flooding impacts remain possible this weekend and into next week due
to the northward passage of Typhoon Saudel. Mudslides also are possible in
areas of steep terrain.

.Hawaii...
Heavy rainfall from Tropical Depression Two-C is expected to begin over the
Big Island late Saturday. Uncertainty in the magnitude and location of the
rainfall remains high, but with the area already sensitive due to the
recent flooding from Hurricane Lala, any additional rainfall could lead to
new flooding and impacts to travel, some of which could be significant,
particularly across the southeastern slopes of the Big Island.

.Ohio Valley...
Moderate river flooding is ongoing along the Wabash River in Indiana, and
moderate to major river flooding is ongoing on the South Fork Licking River
in Ohio. The Wabash River has crested and is forecast to fall out of
moderate flooding by Sunday morning, while the South Fork Licking River is
currently cresting and is forecast to drop out of moderate flooding by
Saturday afternoon.
