...REPLACES FLASH FLOOD WARNING...

* WHAT...Flooding caused by excessive rainfall is continuing.

* WHERE...Portions of east Tennessee, including the following
  counties, Hawkins and Sullivan and southwest Virginia, including
  the following counties and independent city, City of Bristol,
  Russell, Scott, Washington and Wise.

* WHEN...Until 230 PM EST.

* IMPACTS...Numerous roads remain closed due to flooding. Expect
  many areas of slow moving or standing water.

* ADDITIONAL DETAILS...
  - At 1138 AM EST, Doppler radar indicated heavy rain. Flooding
    is already occurring in the warned area.
  - Some locations that will experience flooding include...
    Kingsport, Bristol Tn, Bristol Va, Abingdon, Rogersville,
    Lebanon, Gate City, Surgoinsville, Weber City, Cleveland Va,
    Walnut Hill, Spurgeon, Colonial Heights, Church Hill, Mount
    Carmel, Glade Spring, Honaker, St. Paul, Damascus and
    Nickelsville.
