Additionally, more than a third of Rosevelt Island is covered in water, and backwater flooding of Rock Creek in Georgetown begins to occur. * ADDITIONAL DETAILS...Tides one and a half to two feet above normal. The next high tide cycle with expected flooding impacts at Washington Channel is at 10:24 AM on Thursday. PRECAUTIONARY/PREPAREDNESS ACTIONS... Water also nearly covers the promenade at the dragon boat dock in the Inner Harbor.
