* WHAT...Very cold wind chills between 14 and 19.

* WHERE...Portions of central, south central, southwest, and west
  central Louisiana and southeast Texas.

* WHEN...Until 9 AM CST this morning.

* IMPACTS...Wind chill values can lead to hypothermia with prolonged
  exposure. Frostbite and hypothermia will occur if unprotected skin
  is exposed to these temperatures.
