            A waterspout was observed north of Ramrod
            Key around 3:57 PM EDT, reported by an
            off-duty NWS employee. The condensation
            funnel was well developed and extended at
            least a third of the way from cloud base to
            surface, but additional details were
            obscured by buildings and trees. It was
            observed for a few minutes before losing
            visual contact and dissipated after loss of
            visual contact.
