In northeast Kentucky, Johnson and Martin. In south central Kentucky, Laurel, McCreary, Pulaski, Rockcastle, Wayne and Whitley. In southeast Kentucky, Bell, Breathitt, Clay, Floyd, Harlan, Jackson, Knott, Knox, Lee, Leslie, Letcher, Magoffin, Morgan, Owsley, Perry, Pike and Wolfe. * WHEN...From 10 PM EST this evening through Thursday afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. * ADDITIONAL DETAILS... - Showers and thunderstorms with heavy rainfall rates will lead to an increased threat for flooding late tonight into Thursday. An average of 1 to 1.5 inches of rainfall is expected with totals as high as 2 to 3 inches where thunderstorms move repeatedly over the same locations. PRECAUTIONARY/PREPAREDNESS ACTIONS...
