Requesting development of scenario-based visual products for the
Operation Rising Vapor tabletop exercise.
Create hurricane modeling slides that depict a coastal storm scenario
modeled after Hurricane Dorian. Show the storm tracking offshore
along the Georgia coast stalling and then shifting westward during
the final six hours before landfall. The sequence should illustrate
how the late westward movement drives storm surge and inland flooding
into the Brunswick area.
The hurricane visuals should clearly show:
- Storm track and progression from offshore approach through stall
and westward shift
- Timing of the final six-hour forecast and warning gap
- Storm-surge estimates and likely flooding extent in and around
Brunswick
- Impact areas affecting coastal access routes industrial facilities
low-lying areas and potential response corridors
- A clear progression from elevated monitoring to conditions that
affect plant shutdown access staging and protective-action decisions
Create plume-modeling slides for the exercise chemical-release
scenario. Model dispersion along a north/northeast pathway that
reflects the scenario wind pattern. Use the plume visuals to show
potential affected zones and support discussion of monitoring
shelter-in-place evacuation responder safety public warning and
Unified Command decision-making.
The plume visuals should clearly show: chlorine-dioxide
- Release point and initial north/northeast plume travel
- Progressive dispersion and changing affected zones as wind
conditions evolve
- Areas requiring monitoring protective-action analysis traffic
control and public messaging
- The relationship between plume direction facility operations
Brunswick-area communities and response access routes
- Scenario-only labels distinguishing the products from live
forecasts or operational plume predictions
Integrate all hurricane storm-surge flooding and plume-modeling
slides into the Operation Rising Vapor tabletop exercise sequence.
The visuals should support the introduction all five exercise modules
and the transition to ENDEX and hotwash. They should improve
situational awareness give participants a shared operating picture
and drive clear decisions on command communications resource requests
protective actions and public information.
