...POTENTIAL FOR CONSIDERABLE AND LIFE THREATENING FLASH FLOODING...
...FLOOD WATCH NOW IN EFFECT UNTIL 7 PM CDT THIS EVENING...

* WHAT...Flooding caused by excessive rainfall continues to be
  possible.

* WHERE...A portion of southeast Texas, including the following
  areas, Brazos, Grimes, Houston, Madison, Montgomery, Northern
  Liberty, Polk, San Jacinto, Southern Liberty, Trinity and Walker.

* WHEN...Until 7 PM CDT this evening.

* IMPACTS...Excessive runoff may result in flooding of rivers,
  creeks, streams, and other low-lying and flood-prone locations.
  Flooding may occur in poor drainage and urban areas.

* ADDITIONAL DETAILS...
  - A swath of very high rainfall totals over portions of Liberty,
    Polk, San Jacinto, Montgomery, and Trinity Counties has saturated
    the ground. Rainfall has not been as significant further to the
    west and northwest. That said, periods of showers and
    thunderstorms are anticipated through this evening in association
    with the remnants of Edouard. Embedded, training rain rates
    between 2-4 inches per hour are possible in this deep tropical
    airmass. Where this occurs, especially over the already hardest
    hit areas, rainfall will rapidly runoff to produce flash
    flooding. Those living in areas prone to flooding should be
    prepared to take action should flooding develop. Stay weather
    aware and be ready to take action when Flash Flood Warnings are
    issued, particularly wireless emergency alert Flash Flood
    Warnings for considerable and/or catastrophic flooding.
