Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - Flash flooding has already been observed in Somerset County. Moderate to heavy rain will continue tonight in the Watch area. Additional rainfall amounts of 1 to 2 inches are likely, with locally higher amounts possible along the eastern slopes of the Alleghenies.
