            Flash flooding forced the closure of the
            Navarro Street underpass Sunday, blocking
            traffic at the entrances on East North
            Street, Navarro Street and Goodwin Avenue.
            City officials said barricades were placed
            at all entry points to keep drivers out of
            high water. Crews are monitoring the area
            and will reopen the intersection once
            conditions improve. Police say the
            intersection could remain closed until
            tomorrow.
