TODAY TO NOON CST /11 AM MST/ THURSDAY...

* WHAT...Wind chills as low as 45 below through this morning. Wind
  chills as low as 35 below Wednesday afternoon through Thursday
  morning.

* WHERE...Portions of western and south central North Dakota south
  and west of the Missouri River.

* WHEN...For the Extreme Cold Warning, until noon CST /11 AM MST/
  today. For the Cold Weather Advisory, from noon CST /11 AM MST/
  today to noon CST /11 AM MST/ Thursday.

* IMPACTS...Life threatening wind chills as low as 45 below zero
  could cause frostbite on exposed skin in as little as 10 minutes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Dress in layers including a hat, face mask, and gloves if you must
go outside.
