            Delayed report. Napakiak City Office
            reported water over the roads coinciding
            with high tide. Sloughs filled up, with road
            that runs between the city and airport
            overrunning with water. Water moved gravel
            along and off the street. No reported impact
            to houses. Water levels rose about 2 and a
            half feet over the river banks.
